Case Study
Sectoral Diagnostics for Sector Committees (CSMOs)

Workforce sector committees (CSMOs) need solid data to understand the reality of businesses in their sector and guide their actions. BIP Recherche supports several CSMOs in carrying out comprehensive sectoral diagnostics that become true reference tools for planning, advocacy, and funding applications.

Background: A CSMO Looking for a Clear Portrait of Its Sector

A CSMO wanted to update the portrait of its sector and document the reality of its businesses:

  • Who are they?
  • Which trades and profiles make up the workforce?
  • What are the main recruitment, retention, and succession challenges?
  • How can training needs be better targeted and employers better supported?

BIP Recherche was mandated to turn a body of data (surveys, interviews, statistics) into a structured, clear, and actionable sectoral diagnostic.

Objectives of the Sectoral Diagnostic

The sectoral diagnostic aimed to:

Our Approach: A Sectoral Diagnostic Built with the CSMO

1. Co-development of the analysis framework

From the outset, we worked in close collaboration with the CSMO team to:

  • clarify the needs and future uses of the diagnostic;
  • prioritize the themes to be covered (workforce, recruitment, training, attractiveness, etc.);
  • adapt the language and examples to the sector’s reality.

2. B2B survey of businesses in the sector

We set up a detailed survey of employers, targeting the right decision-makers (management, HR, unit managers).

The survey covered, among other things:

  • the company’s profile and activities;
  • workforce composition by position type;
  • recruitment difficulties and their causes;
  • HR management practices (onboarding, conditions, retention);
  • initial and continuing training needs;
  • future workforce needs and succession.

Data collection was carried out online and/or by telephone, depending on the sector’s reality and the availability of businesses.

3. Sectoral analysis and segmentation

The data was analyzed and segmented by:

  • business size;
  • region;
  • type of activity or trade;
  • other variables relevant to the sector.

This segmentation brought out business profiles and distinct challenges within the same sector.

4. A clear, visual, action-oriented diagnostic

The results were synthesized into:

  • a comprehensive sectoral diagnostic report;
  • an executive summary for the board of directors and partners;
  • tables and charts easy to reuse in the CSMO’s presentations and documents.

Key findings and priority courses of action were highlighted to support decision-making.

Results: What the CSMO Gained

At the end of the mandate, the CSMO had:

  • An up-to-date portrait of its sector and workforce.

  • A detailed understanding of recruitment, retention, and succession challenges.

  • A clear view of training needs and barriers to continuing education.

  • Measurable, reproducible indicators (recurring survey).

  • Data-backed arguments to support its action plans and funding applications.

The diagnostic became a reference tool for the following years, both internally and in discussions with partners and funders.
